Formal letter to university

i got difficulty to write a formal letter to a university, to ask if i need Tofle or Ielts because i have studied 6 years in english base university. and also tell them i will graduate in master's proram in this semester but i want to apply now, because i passed all of my courses and just thesis left, My CGPA is Known .
