formal letter salutation

I'm writing a formal letter/notice to the condominium's secretary.. Confusingly, I've been given two names. I thought of writing 'To who ever is secretary,' or ''Dear Messieurs,' Any suggestion are appreciated.

I have to send this letter without delay, and did it without salutation. They don't deserve it. I was given two different names by the members of the board. In any organization following the law, election results would be distributes/published. Regretfully and shamefully, it is not the case.
But, for the next coming letter(s) I will use your suggested "To whoever is secretary".
