When writing an official letter to a government minister would you ever start a letter with "Dear Mr Minister"? This is a common form of address (literal translation) in some European countries, but I think this is incorrect in English. I would simply put "Dear Minister". Am I correct and why/not?

In Canada, we don't say 'Dear Mr Minister'. It's just 'Dear Minister'. I wouldn't say "Dear Mrs Smith' is unacceptable, either.
