Forged an alliance against the government

The three smaller parties have forged/formed an alliance against the government.

I feel here "against the government" means "to oppose the government". Am I correct?

Greetings, Gary, you are right - 'against' here means 'in opposition to'. In other words, the three smaller parties united to form a political opposition to the incumbent government. Respectfully, Gleb Chebrikoff
