Does the highlighted section imply "that prefers survival over symbolic ideals"? Can anybody please rephrase the highlighted section in a more understandable manner?

As such, symbolic ‘coveting’ has been superseded by pragmatic need, producing a ‘national narrative’ that proposes a higher order of importance for the populace of its instinct as species to protect itself and survive, rather than genuflect reverently to imposed ‘regimes’ of nationhood.
