For the exten to which ?

Please look at this following sentence.

The extent to which Dr. Tadasho Sinclair will be involved in the Petrochemical research division is yet to be determined.

I want to know about identify of "which used in the above. It doesn't like a relative pronoun neither interrogative pronoun.
It just looks " the fact that" or "what".
I mean, it should be " The extent to the fact that Dr. Tadasho Sinclair will be involved in the Petrochemical research division"

Couldn't you please a little bit explain this "which" to me ?

Hello. I am not a native speaker, but it looks like a relative pronoun to me. "Which" here seems to me to make a reference to "extent". "extent" is in the main clause functioning as direct object. The whole subordinate clause, from "to which" to " "division" functioning as a modifier (perhaps) of the extent ,and the whole thing is the subject. In my opinion I think it is something like the second option, since the subject (sntactly speaking) or if you analyze it from discourse perspective the theme, or what we are talking about is the whole NP/DP which is the whole thing from the extent to division.
