Anonymous Should it be " for " or " on "? Both are possible. I might say on if I were wearing the shirt at the time of the utterance or were thinking about how the shirt fit me the last time I wore it, but for would work just as well in those instances.

The shirt is too small for me. This is a general statement.
The shirt looks too small on me. You are trying on the shirt in front of a mirror and you are making the "on me..." remark.
