For onward transmittal

Hi!

I have just receive an email below|

"May we transmit thru you the attached report, for onward transmittal. "

Just want to find out if it's grammatically correct. If so, what role does "for onward transmittal" play in the sentence? Is it a modifier?

Thank you.
