1.For me, the world isn't beautiful.

2.To me, the world isn't beautiful.

Which one is grammatically correct?

I'm expressing a view that I personally think the world isn't beautiful

Both are grammatically correct. There isn't a lot of difference in meaning, but I think the one with 'for' says what you intend to say.
