For 3 years

By next year, I intend to have studied English for 3 years.

I would reword this. The problem is, when is the intention? This wording suggests that next year you will make the intention (future intention).

I intend to study English for 3 years. (present intention)

By next year, as I intended, I will have studied English for 3 years. (past intention)
