I am sure that (2) is not correct? But what about (1) ? Is it correct?

The use of present progressive tense is limited to around now. Although the tense suggests limited duration (not so long as three hours, though), it also suggests actions are happening around now.
"I am waiting for three hours" No.
This is not standard usage and at a language exam they cross it out.
