Foot/feet

Should it be:

6 feet 8 inches. Or

6 foot 8 inches.

Why do I hear:

11 foot waves, 7 foot waves, etc...Shouldn't it be

feet since it's plural? Thanks!

Should it be: 6 feet 8 inches. -- Both are in use and both are fine; there is no grammar to the measurement. -- No, it is singular because it is an adjective, just like shoe store, 5-star restaurant and 10-minute coffee break .
