The normal place for sentence adverbials is at the beginning of the sentence, hence (1) is most expected. As it is 'I' who is foolish, (2) is also well-positioned. I left my purse, foolishly, in the bus.

3.I left my purse, foolishly, in the bus.

4.I left my purse in the bus, foolishly.
