fomentation

Hello,

1. After 24 hours of sprain put some salt in lukewarm water and give fomentation.

What is meaning of "fomentation"?

My dioctionary does not have this word !

2. Right to vote to all persons of 18 years and above.

Could any body rephrase this sentence in simple way?

Is the sentence given convey same meaning as (2)

All persons of 18 years and above have right to vote.

What is meaning of "fomentation"? It means agitating or stirring up trouble. I think the word the writer was thinking of was 'fermentation', which mean agitate or stir up in a physical/chemical sense.
