Following our talks or Following up on our talks ?

Please look at this question.
"Following up on our last conversation over the phone, we ______ to increase the number of printer ink cartridges we would like to order from your company."

(A)have decided
(B)will decide

Its correct answer is (A) "have decided". Since the meaning of "Following" is the same as the preposition of "After", I could fully understand why it should be "have decided".

But, I couldn't understand why they put "up on" between "Following" and " our last conversation".

As you know well, "Following" is a kind of preposition. How could they put it like that ?

Please someone let me know its exact reason.
