Hi

a) The agreement established diplomatic relations between the USA and Vietnam.

b) The agreement followed long negotiations.

If I wanted to join these two, would it be OK to say: The agreement which followed long negotiations established diplomatic relations between the USA and Vietnam.

Does it say that when they already reached the agreement they started to negotiate for a long time, or that first they negotiated and then reached the agreement?

So it should be: The agreement, which followed long negotiations, established ...

So the agreement follows from long negotiations and not the other way round (long negotiations don't follow from the agreement reached).
