Follow VS is followed by

I've thought I managed to understand a confusing verb follow.

Yet, I got into a big confusion again.

1. The first two classes are followed by a break of ten minutes.

2. The first two classes follow a break of ten minutes.

How they are different? {why a complicated structure 1(perhaps only to me) is used instead of 2?}
