Focusing

Hi.

"I plan to be focusing in particular today on the immigration debate." [From The Guardian.]

Is "focusing" a transitive verb form in the context? And if it is, then is it connected with the preposition "on" thus forming the phrasal verb construction "focusing on" which is followed by its object "the immigration debate"?
