focus on vs focused on

Just want to ask which is correct:

A. It was decided that the plan focus on the following matters.
B. It was decided that the plan focused on the following matters.

The plan being described is in the past. That is, it has already been implemented.

That's more or less irrelevant. It was not implemented at the time in the past when the decision to implement it was made.

You want A because the decision was about what the plan [should / would] focus on once it was implemented (later).
