Fluff up the soil

Hi,

What verb would be appropriate if I wanted to say that I used a hoe to fluff up the soil in a flowerbed? The word 'hoe' is also a verb, so perhaps that could work.

"I had to hoe the flowerbed."

It still doesn't sound quite right though.

For me, "fluff up" is not quite right for soil. "loosen the soil" would be OK.
