How could I be fluent? I want to learn the techniques so that I'll be able to improve it easily.

Get a short text with a lot of different words in it. First practise word for word, then practise whole sentences. At last, read the whole text at once.

Just take your own time before u like to say something and repeat the sentece in your mind and then you go on speaking the sentence.Just practice this for some time u will get the fluentcy without no hurry

If you know the basics of the language, the best way to become fluent is to talk to people who also speak fluently. You'll learn much faster that way than by studying a textbook. Having a dictionary just in case can help, though. (:

One word of caution : Do not confuse "fluency" with "speaking fast".

Some who speak English as a second language may think if they speak rapidly, they can sound like the native speakers. This is a wrong way to improve your spoken English although I have read a few books that advocate speed over proper pronunciation and intonation. It's because when you speak fast with bad pronunciatio
