Are the underlined parts natural phrases? Any suggestions?
Which verb would be suitable in the dashes? I mean to say eg "My TV went out of order / malfunctioned because of the voltage going up or down."

I've never heard anyone speak of 'fluctuation in the voltage', or even use the term 'voltage' in this way. It seems too technical for everyday use. I'd just say eg The power keeps flickering.
