According to the “Survey of English Language Providers” conducted by NZ government, which reported that the number of international students enrolled in English language courses in New Zealand during the 2007 year was 35,166 (Statistics New Zealand Tatauranga Aotearoa, 2007). And the number fluctuated between +5.1% and -6.8% from 2008 to 2010 year.

The facts are:
1.The number of international students enrolled at English language schools in New Zealand rose 5.1 percent in 2008 year compared with 2007 year.
2.The number of international students enrolled at English language schools dropped 6.8 percent in 2009 year compared with 2008 year.
3.The total number of student weeks completed at English language schools was up 1.7 percent in 2010 year compared with 2009 year.

So can I say "And the number fluctuated between +5.1% and -6.8% from 2008 to 2010 year" ?
