FLOWED DOWN (SENTENCE MEANING)

The helicopter made a pass over the river of ice that flowed down a wide valley to the lake.

(1) What does 'that' modify? River? Ice? My understanding is 'that' modifies river.

(2) What is the meaning of the underlined portion of the sentence? My understanding is the river flows from a wide valley to the lake.

Water always flows downward. Unless the valley here (the lowest land between hills/mountain) is a perfectly level terrain, the water will continue to flow downward through the valley until it reaches the lowest point-- the lake --where it will finally settle...(except for seeping into underground streams and reservoirs).
