flood vs be flooded

Hello, everyone!

I have got a question about the verb flood. Could you take a look at the sentence below?

Over 100 homes _________ after the typhoon swept through the region last week.
(a) flood (b) flooded (c) were flooded (d) flooding

The answer sheet pointed at (c). I agree that it could be possible. But I can not fingure out why (b) flooded is not allowed here because when I looked up in dictionaries I meet the follwing pattern as well.

The cellar floods whenever it rains heavily.
The houses down by the river flood quite regularly.

Of course, in the dictionaries there were the passive patterns like the drill question.

Towns and cities all over the country have been flooded.

Is only the passive pattern ringt in the drill question? Or are both (b) and (c) possible together?
