Flirts/is flirting?

Two women is watching a friend of theirs flirting with a man.

"Look how she always flirts with every man she meets. I hate her."

"Look how she's always flirting with every man she meets. I hate her."

1) Is the latter more natural?

2) Would it in general be a natural thing to say in the context?
