Does the highlighted "with" go to "flirtation", meaning "the flirtation of free running with CCTV"? And does "flirtation" here mean "fascination" or "relationship?

However, despite the badly written last half of the sentence, I would say, yes, the flirtation of free running is with the CCTV. Without knowing the earlier statement, it is hard to say what the writer means by "flirtation." I would not guess "fascination" or anything as serious as "relationship." More like a momen
