Flippety floppety usually refers to something which is lose and can move freely, whilst at the same being attached to something. eg: My little brother is losing his tooth. Whilst it has not yet come out, it is all flippety floppety.

I would think that here it must refer to the feet of the suit because they can be shaken and can move freely in the way that a fish tail can. We often say
