Flaw in the government framework

Hello everybody, I have a question. Can you please tell me if there is any metaphorical expression for "flaw" in the phrase "flaw in the government framework"? I mean like "a hole in the government framework" or something?

How about:
defect in the government framework.... or a fault, imperfection, deficiency, weakness, weak spot/point/link, inadequacy, shortcoming, limitation, failing in the government framework.

Thank you for answering JohnParis. Well I was thinking of words like "pore", "outlet", "gap" etc. Maybe they can't be used in this context?
