flagship Government
In the 10th Five Year Plan the Government invested heavily in elementary education. The flagship Government scheme Sarva Shiksha Abhiyan did help improve enrollment in schools, but now the focus is shifting to quality education.
Please explain to me what "flagship" means in this context. Of course, I looked it up in some dictionaries, but I couldn't understand it.
