Flag up + dative case

Hello,

What preposition should come after the modal verb flag up in the following sentence:

We should FLAG UP working conditions at the meeting.

If I wanted to add managers to such a sentence, would I need to use "at" or "with" or else?

i.e.

We should FLAG UP working conditions with / at our managers at the meeting.

I've never heard of this "modal" verb. Do you mean a phrasal verb?
I have never used it as a phrasal verb, either.

Just use "flag" or another appropriate verb.

We should FLAG the point concerning working conditions with our managers at the meeting.
We should highlight / emphasize / stress the point concerning working conditions with our managers
