fixer upper vs. fixed up

"They've seen a number of houses from fixer uppers to all fixed up."

1. fixer upper - House that needs repair and remodeling and sells at a below market price. I'm wondering why it is so named? Does anybody know?

2. What does 'all fixed up' mean?

A fixer-upper needs work done-- it needs to be fixed up (= completely repaired) by a fixer-upper (a person who repairs things). 'All fixed up' means the repair work has already been completed.

I wouldn't, but if it is used, it would just be a short form of 'fixer-upper'-- a house that needs considerable repair work.
