Fixed expressions/phrases don't have to follow the normal standard way of grammar?

So they are like idioms and idioms are like that too, right?

Using them in essay writing would not be discouraged or marked down?

I was told that in the following cases, the article is missing because they are fixed phrase/expression:


A. Go by car (or any transportation)
B. Call into question
C. In progress
