Fix my broken question please

Does contact-tracing app still work even if you approach someone with COVID-19 but that person has bluetooth off? Does it work if he or she have a feature phone?

Ps. Learning grammar from textbooks doesnt help me either because it doesnt teach you how to write a native-like question.
