How should I parse the subject of this sentence?

Fish and certain oils protect the heart.

(a) [Fish oils] and [certain oils]

(b) [Fish] and [certain oils]

If it is (b), can fish be either singular or plural?

If fish means a food substance it should be singular.

But if fish means sea animals it should be plural.
