Fiscal vs financial

Is it correct to say "to raise fiscally responsible kids?"

Or is the word fiscal reserved for describing government and other big entities?

I'm getting confused by the words: fiscally and financial, because recently I've read an article:

quote:

Do not confuse the words fiscal and financial.

Fiscal is related to government expenditures, revenues, and debt; while

financial is related to finance, finances, or financiers.



For example:

The government’s new fiscal policy has helped achieve price stability.
