first up, up next

I was watcing TV and 'first up' appears on screen.

1. Does 'first up' mean first (come) up? Can we say, "up first"?

Later, 'up next' appears before the commercials.

2. Does 'up next' mean (will come) up next? Can we say, "next up"?

'Yes' to all your questions. Or, you could just say 'first....', 'next....'.

The 'up' doesn't add a lot to the phrase, just a little informality.
