First time in a long time

Hello,
I'm a little confused as to what tense I can/have to use after the phrase:
1. This is the first time in a long time ... + present/present perfect?
2. This was the first time in a long time ... + simple past/present perfect ?
3. This has been the first time in a long time ... +
Which one is the most correct? Does 3. even work? First time + present perfect?
