Could you help me?

"It demands that leaders are in top mental and physical condition at all times."

Why "are"?

I think "should be" or "be" is better.

Be is correct. It's a use of the present subjunctive, which is the bare infinitive. Should , of course, makes sense, but it isn't really grammatically correct.

Should, of course, makes sense, but it isn't really grammatically correct. "It says that leaders should be..." is okay, because 'says' isn't one of the verbs that requires the subjunctive in the following clause.
