First & Foremost..., but

Is this sentence gramatically correct? And if so why

"Springboard is first and foremost a playgroup, but an opportunity playgroup."

I'm inclined to say that the problem is less a grammar problem and more a word choice problem. By itself, "but" could be the signal of more goodies to come ("but also") or a letdown ("but not")! That needs to be made clear by choosing one of the following: "...

By itself, "but" could be the signal of more goodies to come ("but also") or a letdown ("but not")! That needs to be made clear by choosing one of the following:

"... first and foremost ..., but it is also ..."

"... first and foremost ..., but it is not ..."
