Does it mean : the degree of firmness asend to the degree that the fairness was spited by?

Punishment is too strick and hurts justice.

You help me clear it up.

This type of order in "though" is used to show the pattern: Though firmly, fairly.
The logic intrinsic meaning is that fairness attended on the usuall purpose to spite the result of which too firm could not be honored by. or ...on the usuall purpose against what too firm might be expected.
