Hi, everyone!

What does this means in this context?

Harassment, which may involve a physical component, is regarded as easier to spot than psychological bullying which can often go unnoticed. ACAS rightly points out that one person’s “bullying” is another’s “firm management”.

I would think this is referring to a management style that would be firm or unyielding/ determined. So basically a type of manager that does not let the employees by with anything and is unyielding in personality. -S
