fire-proofed hay

In Wickford Point, John Marquand describes a barn that was done over into a dwelling and in which there was genuine fire-proofed hay sticking out of the loft.

What is fire-proofed hay? And what is it used for?

I've already known it's unburnable; but what is it used for?

It probably means that the building is now a dwelling, not a barn, so you would not expect to see hay, but to maintain a rustic appearance a fire-proof imitation of hay, in synthetic material, has been included. The word "genuine" is probably ironic. Otherwise it's real hay, specially fire-proofed, but the purpose is the same.
