The person of the nonfinite verb is often inferable, as the subject (if any) should be the same as for the main verb: Hunting snipe, I shot a fisherman. The implied (and inferred) subject of hunting is I.

However, nonfinite verbs do indeed exhibit no tense (by definition)-- Hunting could be any time:

Hunting snipe, I will shoot a fisherman.
