Finish up

A: What took you so long?

B: I had a few things to finish up before I left the office.

Hello Native Speakers, I would like to ask two questions:

1. Are "Why are you late?" or "Why were you so late?" best alternatives for "What took you so long?"?

2. Will the meaning of sentence B change if I say "finish" instead of "finish up"?

Kind regards,
