finish the ark to within 18 inches of top

Hi, guys~

I started to read NIV Holy Bible, and now the story of Noah and the flood.
Here the Lord explain to Noah how to make the ark.

Then I don't catch the meaning of the following line.

Genesis 6:16
Make a roof for it and finish the ark to within 18 inches of the top.

Please tell me what it means.

The meaning of that is not very clear. htm you can see various other translation attempts, including "Leave an 18-inch opening below the roof all the way around the boat", which is still quite hard to visualise. There are also some commentaries which attempt to explain this further, but none of the explanations or wordings are completely clear to me as to what is being described.

The meaning of that is not very clear. I would take it to mean that there are windows/ventilation openings 18 inches high at the top of the sides of the boat immediately below the roof.
