Finish producing...??

Hi,

I often use the following pattern to express the mean of "We will finish producing ... by..."

***The 500 kgs of S-101 can be produced by December 30.

But recently, one of my friends told me that "can be produced" will make your foreign clients confused about what you are saying, because "can be produced" in the above context only means that you produce that product, but not indicates whether the product/production can be finished by that particular date. Is that true? Please advise

In addition, could you possibly give me some examples which can reflect the meaning of what was said above? Just for my future communication with my foreign clients. Thanks very much!
