fine with/by me?

Person A: I would be coming over to your apartment at 3:00pm, is it ok?

Person B: it is fine with me! <OR> it is fine by me!

which one is right? with/by?
can anyone explain why?

According to Oxford dictionary, I only can find an example of "fine by me". So I think at least this is correct.
