Hello,
Is there any difference in meaning between them? "I have decided to paint the walls green - That's fine by/with me." Which one is more common?

I'd say equally common.

Thank you, Clive. In the UK I hear people say "by me" all the time, but most of my US friends say "with me". I am glad they are both common.
