I don't know where you got these sentences, but they are not correct. There is no correct answer, and the sentences are wrong as they are. I will write correct versions of them for you. If this is from an exercise, class, or test, I'm sorry to tell you that there is no correct answer for either item.

The International Bank has several very good investment plans to offer its clients.
If I have to pick the wrong answer, I say it is B. It should not be "several of very good...." It should be "several very good..."

For the second, there is no right answer here, either.
I would choose B because "company" is inanimate and should not be made into a possessive with and apostrophe and an "s."

He asked that the company guidelines...

But the rest of the sentence isn't good, either.

1) should be "several", not "several of".
2) should be "be changed", not "have shifted".

I don't see any problem with question 1. The answer is B, and "The International Bank has several very good
investment plans on offer to clients" is a good sentence as far as I can see.

Question 2 is problematic. I agree that "He asked that the company’s guidelines on personnel expense accounts be changed" is correct, but this involves replacing "have shifted" not just "shifted", so I would be unhappy about answer D. Answer A could be justified on the basis that "asked" can be replaced by "said". I just think it's a poor question. I also wondered whether "personnel" was supposed to be "personal". I do not see any problem with "company's".
